US 15221: Provide information and advice re skills development and related issues (4 credits on NQF Level 5)
US 15232: Coordinate planned skills development interventions (6 credits on NQF Level 5)
US 15218: Conduct an analysis to determine outcomes of learning for skills development and other purposes (4 credits on NQF Level 6)
US 15227: Conduct skills development administration in an organization (4 credits on NQF Level 4)
US 15217: Develop an organizational training and development plan (6 credits on NQF Level 5)
US 15228: Advise on the establishment and implementation of a quality management system for skills development practices in an organization (10 credits on NQF Level 5)

To understand and be able to implement aspects related to the following:
  • Background – SAQA, NQF, Skills Development Legislation and organizational alignment
     SAQA and the National Qualifications Framework
     SAQA and Quality Assurance
     The Skills Development Act and the Skills Levies Act
     Learnerships, Apprenticeships and Skills Programmes
     Policies and procedures
  • The roles and responsibilities of the Skills Development Facilitator
  • Developing a Workplace Skills Plan
      Organisational commitment and the Business Planning Process
      Establish and manage a Training Committee
      Identify Training and Development Needs
      Recognition for Prior Learning
      Conducting a Skills Audit and develop a Skills Matrix
  • Implementing a Workplace Skills Plan
      Identify and evaluate Training Providers
      Monitor actual implementation against the plan
      Ensure conformance to ETQA requirements
      Maintain a record-keeping system
  • Compiling a Training Report
      Evaluate the effectiveness of training (Kirkpatrick's Model)
  • Designing a Quality Management System
      Establish quality indicators
      Develop a plan to implement the QMS.
      Develop a Quality Management System for the organisation

The Skills Development Facilitator Programme is aimed at providing appropriate theoretical and practical training to enable individuals to effectively execute the roles and responsibilities of a Skills Development Facilitator. Although the programme is essentially aimed at Skills Development Facilitators, the following persons will also benefit: Human Resources Managers; Training Managers; Line Managers / Supervisors; Training Practitioners; Quality Managers; Trade Union Officials, etc.
